Caribbean will likely back Venezuela in U.N. Security Council bid

GEORGETOWN, Guyana Caribbean nations will likely support Venezuela in its bid for a non-permanent seat on the U.N. Security Council despite lobbying efforts for the post by U.S.-backed candidate Guatemala, a key regional diplomat said Tuesday.Most members of the 15-nation Caribbean Community are set to back Venezuelan President Hugo Chavez’s bid, Guyana’s Foreign Minister Rudy Insanally said before leaving for the weeklong summit of the Nonaligned Movement that began Monday in Havana.


Guatemala’s Foreign Minister Gert Rosenthal visited seven of the island nations in August to seek support. Neither his efforts, nor those of Guatemala’s backers in Washington — who want to keep fierce U.S. critic Chavez off the decision-making body — seem to have paid off.

“There will be a lot of lobbying between now and when the vote takes place but the general thrust seems to be with Venezuela,” Insanally said.

Venezuela and Guatemala are campaigning for a two-year term on the 15-seat Security Council. If Latin American and Caribbean countries fail to reach a consensus by Oct. 16, the issue will be decided by a secret vote in the U.N.’s 192-member General Assembly.

Several heads of state in the Caribbean Community, which has 14 members with votes in the U.N., said they are backing Chavez because of his financial aid to the region. They are also frustrated with Guatemala’s support for dismantling a preferential banana trade program and its border dispute with Caricom member Belize.

Countries do not have to disclose their votes. Some member nations, such as Haiti, remain undecided.
